Free Meals Database With Maps Has Been Created

ATTENTION SF RESIDENTS, DONORS, SOCIAL ADVOCATES, AGENCIES, SERVICE PROVIDERS, BUSINESSES AND TOURISTS:
SFHOMELESS YAHOO GROUP'S PLACES & MAPS DATABASE APPLICATION IS NOW UP AND RUNNING !
We have started a new Places and Maps Database which is available to all SFHomeless Yahoo! Group Members at the SFHomeless Yahoo! Group site.
This makes it easy to locate community resources fast, with a map that moves as you click on various Places and Addresses.
AFTER you log into the Your SFHomeless Yahoo! Group site account, go to the BETA APPLICATIONS Menu Option and look for the Places and Maps Application.
As you select or click on each Place listing, the MAP will travel with you, as you scroll down the page to read about each place that serves FREE MEALS to our hungry San Franciscans.
Walking up and down hills in this City burns up a lot of calories you need to stay healthy, so PLEASE, pass this information onto everyone you know, so we can all EAT WELL.
NOTE ABOUT THE PLACES DATABASE AND MAPS:
In addition to listing Places with Free Meals, we are adding the other basic resources like Shelter Beds, Clinics, Service Centers, Police Stations, Fire Stations, etc. to the Places Database, so we do not get lost out here....
As far as Free Meals and other places go, you may enter in your comments and experiences with each place. This way we have an 'in real time' reality check about what we can expect to get to find or see at each place, over time.

    Comfortable Ranch Home Today. Homeless Shelter Mat Tomorrow - 30,000 New Home-less In Iowa

    This is a message for the individuals who look down upon or think they are superior to 'our nation's homeless residents'. Or even those individuals ignore, neglect, hate or refuse to help another home-less human being in their own home towns. Who Are Today's Home-Less In America ? Home-less in San Francisco ? Our 'home-less' communities everywhere are made up of all kinds of people. They actually mirror our 'non-homeless' communities, more often than not. [ NOTE: General estimates provided below are general percentages based on a variety of sources which cannot agree on exact numbers. Some sources are like US Census numbers, City homeless counts, community advocacy groups, veterans groups, et al.) ] Some 24% are War Veterans. About 20% are elderly with no place to go because living expenses (artificially high rents, mortgages and lack of rent control) overtook their fixed income and medical costs (also artificially jacked up). Another 30% are drug addicts or alcoholics who finally hit rock bottom, lost their jobs and homes. Another 25%-50% are under age minors who are not at fault to what may have caused their family to become home-less. Another high percentage are women, disabled and victims of crimes who had to 'flee' their homes to save their lives and the lives of their children. A much smaller but growing segment of our nation's home-less are people like The Katrina Victims, who were scattered all over the country after losing their homes where some had lived for all or most of their lives. Now, we can unfortunately add another 30,000+ innocent people who were forced out of their 'stable homes' due to the natural disaster of flooding in the state of Iowa. Thousands more are becoming home-less as we all suffer more natural disasters and the faults of our government who have NOT done a great job of timely planning and financing to replace thousands of aging dams, dikes, levees and other structures around the country. ANY ONE OF US CAN BECOME HOME-LESS AT ANY TIME. SO, IF YOU ARE NOT HOME-LESS - ARE YOU SUPERIOR TO US ? OR ARE YOU JUST PLAIN LUCKY, FOR NOW.
    Do what you can to help your community now, with understanding and kindness because any day now, YOU may be the next guest of a local homeless shelter or soup kitchen or local park, IF YOUR CITY FAILS TO BUILD ENOUGH SAFE SHELTERS & HOUSING PROGRAMS FOR YOU - AND YOUR FAMILY IN YOUR TIME OF NEED FOR COMMUNITY SUPPORT. SAN FRANCISCO EASILY HAS BETWEEN 10,000 AND 25,000 PEOPLE HOME-LESS AT ANY TIME. City Officials and Federal Officials and even the mainstream media use what we call 'fake definitions' of who are 'the home-less', but we, the people who are home-less use a much more realistic and accurate definition. After all, who can better define what an artist is than an artist themselves. Same thing for those of us who are home-less. Our own self-definition is much more valid than that 'fake label' affixed to us by people who have never been home-less. [ We consider the 30,000 residents living in our City's 500 SRO's (Single Room Occupant Units) to be 'home-less' because many are required to waive their rights to Tenancy, which means they can be tossed out into the streets again, because they have no rights as the people who are Not Home-Less. A budget cut or staffing cut could cause them to become instantly home-less because they have no control or say-so abou the place where they are being 'housed'. Being housed in a place you have no control or rights to true residency means you are still home-less.] OUR SHELTER CAPACITY WAS ABOUT 1,200 BEDS AND FLOOR MATS LAST YEAR BUT IS CONSTANTLY AND METHODICALLY BEING REDUCED BY OUR CITY OFFICIALS - PLACING MORE AND MORE SAN FRANCISCANS AT RISK, EVERY DAY. THIS PRACTICE IS COSTING US ABOUT FIVE TO TEN TIMES AS MUCH MONEY IN PREDICTABLE AND PREVENTABLE EMERGENCY RESPONSE, CARE AND CRISIS INTERVENTION THAT COULD HAVE BEEN PREVENTED IF WE BROUGHT ALL OF OUR SHELTER, DROP IN CENTER AND HOUSING STOCK UP TO MEET A CAPACITY LEVEL THAT CAN MEET REAL CURRENT AND FUTURE NEEDS. RAISING STOCK OF SAFE PLACES SAVES LIVES AND SAVES US ALL LOTS OF TAX PAYER MONEY. EVERYTIME WE LIFT UP OUR OWN HOME-LESS, MANY OF THEM BECOME PRODUCTIVE, GET JOBS, PAY SALARY TAXES AND CONTRIBUTE BACK TO OUR OWN COMMUNITY. IT MAKES SENSE TO PREVENT HARM AND ITS CHEAPER THAN WHAT WE ARE DOING NOW. ASK OUR HERO MAYOR AUTRY OF FRESNO WHAT HE THINKS. HE'LL TELL YOU THEY WERE DOING IT ALL WRONG FOR SOME 20 TO 40 YEARS. AND THEY NOW APPEAR TO BE TAKING THE LEAD ON 'DOING RIGHT' BY THEIR HOME-LESS. YOUR OWN CITY NEEDS TO CONSIDER FOLLOWING THEIR COURAGEOUS AND MONEY SAVING-LIFE SAVING LEAD BEFORE YOU AND YOUR FAMILY BECOME HOME-LESS.

    Midwest flood woes head south


    Iowa has shed much of the water that plagued it. Now the misery moves down the Mississippi River, threatening new towns.

    IOWA CITY, IOWA -- With floodwaters receding in much of Iowa, the destruction moved downstream Tuesday as emergency crews and residents raced to bolster the levees that protect dozens of Mississippi River towns.

    The storms have hit Iowa especially hard. Gov. Chet Culver has declared 83 of the state's 99 counties disaster areas. An estimated 38,000 people are homeless.

    State officials gauge the damage to Iowa's corn crop alone at more than $2.7 billion, with the cost of repairing and rebuilding Cedar Rapids -- the state's second-largest city -- expected to be at least $1 billion.

    Setting Standards For Shelter Care - Street Spirit Article

    An Open Proposal To All San Francisco City Workers Making Over $100,000 per Year and All The Good People of San Francisco : This Proposal is a solution derived from San Francisco residents who are elderly, disabled, poor and home-less. It is one of the simplest ways for individual San Franciscan residents and workers to make the smallest of personal sacrifices to cause the greatest positive impact to turn around in our City's homeless situation. Which is an expensive crisis that affects all of us, our lives, our families, our businesses and our tourism. It includes an article we found of interviews with homeless shelter residents in San Francisco sharing their real life experiences of being home-less in the tax funded shelters. We have included it for reference here. Mayor Gavin Newsom Signs New Shelter Standards of Care Legislation Which Is A Human Investment That Benefits All San Franciscan Residents, Businesses and Tourists A new law was passed last month called 'Standards of Care' which puts into law many common sense basic 'standards' and health, hygiene and staff training requirements. Many of these basic requirements enable shelter residents; staff and the entire SF Community to be safe and healthy, by the implementation of health and hygiene training and practices which will save tax payers money through disease prevention. Many of these 'standards' were part of existing City contract requirements and Human Service Agency 'policies' which were never really enforced properly over the past 10 or 15 years. Because shelter management and City Agencies, for a variety of causes, had previously failed to honor contractural obligations and their oversight duties, this City's shelter residents, staff, advocates and the City's Shelter Monitoring Committee formed a work group and worked with Board of Supervisor Member Tom Ammiano (SOC legislation sponsor) to create these minimum standards of care. The goal was to reduce abuse, violence and the spread of communicable diseases in our community which left unchecked, will cost tax payers huge financial and human costs which are largely forseeable and preventable. This law also serves to prevent the loss of human life and minimize health and safety risks to shelter staff, residents and to the entire San Francisco population. It is a form of 'human investment' which, if properly honored and carried out will not only prevent harm to us all and save lives, but will result in more homeless people 'moving on' quicker, through our shelter systems and 'be safer and healthier' while they are there. This type of legislation gives us all enourmous benefits and return on investment, in our fellow San Franciscans who need our help to get their lives back on track. Mayor Gavin Newsom reluctantly signed off on the legislation which passed the BOS by a vote of 9-2, because of 'costs' during a budget cutting environment. The projected investment was reduced from an initial figure between $700,000 to $2,000,000 down to a meager $200,000 (approx.). Which, in turn, will reduce the positive impact and benefits to us all, and deny additional future cost savings and benefits because less invesment means lower returns on those investments. However, it must be noted that every time laws are passed that protect people from harm, abuse and neglect, the return on investment is huge and immediate. All money spent, up front, to take 'good care' of our people, invariably results in the reduction of very expensive 'emergency response' costs (like preventable over time pay for police, fire, medical) which saves tax payer money, almost immediately. It also prevents crime, violence, great injury, physical and mental illnesses and the loss of human lives and disruption of our families. The only people that benefit from NOT helping our people with the greatest of needs, are the drug dealers, rapists and thieves that prey on them when they are 'on the streets' instead of being safe in a shelter. Also, curiously enough, good people that work in emergency services also benefit when we deny our people preventive care because the emergency responders will invariably receive a huge amount of overtime pay. Pay that they would not have recieved, if we had chosen more wisely to invest in our own people up front. To prevent such expensive over time payouts, by investing now. San Francisco has a bad habit of heavy spending (to the tune of some $300 Million Dollars) on 'after the fact' services (such as exceesive over time pay for emergency medical and police responses that are preventable). Our City keeps doing this, instead of being more fiscally responsible to the tax payers and residents, by simply shifting funds to 'the front' by fully funding 'preventive' programs and practices, such as this Standard of Care law represents. Think about it. If you reduce shelter beds you are putting residents directly into harm's way by forcing them back into the streets. If you reduce mental health services, the 'slightly mentally ill' residents become severely mentally ill, posing a risk to themselves and to the City's community and residents. If you eliminate 'lower end' jobs of City Workers they are 'at risk' of becoming homeless and may result in families being 'broken apart' causing many more people to indirectly suffer and become 'at risk' of becoming homeless. If you eliminate or reduce 24 Drop In Centers serving elderly, disabled, mentally ill veterans, men and women, they will become sicker and 'easy targets' for violence, increased drug use, physical and mental abuse which will cost us ten times more money to 'fix' a problem that our City is actually creating. Instead, the City should be doubling the funding to increase the number of 24 hour drop in centers, shelter and respite (medical care) beds and basic tools and resources to enable all San Franciscans to be safer, healthier and stable so they can 'move on' to ther next step to move away from 'being homeless'. About 100 City Workers make more than $200,000 per year in salaries. Another 8,000 City Workers make OVER $100,000 per year which comes to a total of about 800 Million Dollars !!! If we were truly a wise and caring community, and decided to have the courage to make human beings (especially the poor, elderly, disabled, veterans, mentally ill) in great need a top priority, along with job retention and keeping families together, then we would not be making 'fake' cuts in the budget to homeless, housing and mental health services. If we were to stop catering to those that have so much and stood up to make sure even the 'worst off' of our people were to be protected, like our Constitution, Bill of Rights and International Human Rights demand us to do, as decent and fair human beings -- we would be considering creative alternatives. If we had, let's say, $4,000,000 Dollars to spend as a preventive human investment in the people 'we say' that we care so much about, we could save anywhere from $6,000,000 to $8,000,000 that would NOT have to be spent on expensive emergency services (such as overtime pay for police, paramedic and emergency room costs). And it would save lives and prevent the slightly mentally ill from becoming severely mentally ill, the sick from getting sicker and help reduce the spread of disease, crime, violence and death. Imagine that. For every dollar we spend up front, in prevention to take good care of our good residents that are veterans, mentally ill, sick, disabled, poor and homeless, we would get an immediate return on investment (ROI) between 150% to 200%. Human investment, from a tax payer's perspective would give us much larger, predictable returns on investment than any other stock, bond or savings vehicle ever could. Think of how much more money we would have to spend on all kinds of community services (that are now being cut because of the 'stupid old way' we have been thinking about homeless people and budget cuts) we could provide to women, children, families and other underserved residents ? One simple alternative which would give us an additional $4 Million Dollars to use for human investments would not cause anyone any real pain or suffering to anyone. The smart way would be to simply cut a tiny little 1/2 of one percent of the salaries of our highest paid City Workers (the 8,000 that make over $100,000 a year totalling 800 Million Dollars) which would give us that $4,000,000 investment we need now, to save lives and give us that 150% to 200% ROI this very same fiscal year. Who wouldn't want to invest $1 to prevent $2 to $4 in future predictable and preventable expenses to the tax payers of San Francisco ? And also prevent harm and save lives that affect the quality of life and success of all San Franciscans. And if the good high wage City Workers could find it in their hearts to consider donating just 1% ($1,000 dollars) of their $100k salaries to this 'human investment' fund, we could have $8,000,000 to use to help thousands of our residents get off the streets and improve their health and 'get them to work' and onto their next steps which would save all tax payers some $16,000,000 to $32,000,000 (16 to 32 MILLION) dollars -- this year. Now, how many San Franciscan residents would be willing to give up 1/2 or 1 percent of their salaries to help us all benefit from a 150% to 200% return on invesment in human beings ? Imagine, we have the power to prevent lower wage City workers from being fired and put at risk of becoming home-less and breaking up their families. Imagine, we have the power to prevent tens of millions of dollars worth of overtime and expensive emergency services by these meager sacrifices. Imagine, the vast majority of our 'street homeless' would be off the streets. The rest of them would have ample access to good food, medicine, mental health services, laundry and shower facilities. IF, only most of the good 8,000 highest salaried City Workers opened their hearts and minds, and found a way to be just 1/2 to 1 percent more giving, they alone, without additional tax monies or community donations could definitively SOLVE most of the homelessness related problems we have here. If you want to end or greatly reduce homelessness or reduce doubling and tripling of current and future expenses to our tax payers and residents, we MUST be smart enough to give a very small sacrifice to make this happen. If we wait for goverment politicians and agencies to finally figure this out, it may never happen. Individual San Franciscans must decide, once and for all. The Big $64,000 Dollar Question Is: Do you want to do the necessary human investments that require you to sacrifice a meager 1/2 or 1 per cent of your money now, to save lives and save us all tens of millions of dollars later this year, or not ? It does not get any simpler than this. If these high paid City Workers have a conscience and the free will to make this happen, we must also make sure that this money is carefully 'guarded' from falling into the hands of any one with a history of mismanagement, corruption or waste. IF they decide to help solve these life and death problems, once and for all, then we must have complete, transparent accountability for every dollar that comes in to see exactly how it is spent to make sure at least 85% of every dollar is going to directly benefit our poor, elderly, disabled and mentally ill residents. We cannot allow any more money to be in the hands of people that are not qualified and trusted to deliver. In the past, too many organizations have eaten up tax money and donations on 'overhead' and things that never made it into the hands of our residents. If we do not learn from our past we are condemned to repeat it. We must have 100% transparent accountability for every tax dollar and community donation that goes into our homeless, health, shelter and housing services. We Are Calling On Each One of You To Help Us Now ! San Francisco's homeless community is ready and eager to set up a new, clean, transparent non-profit organization. A transparent, non-profit organization, like others around the country, which are made up entirely of honest home-less residents with a responsible board of directors comprised of 'proven' honest and incorruptible, progressive community leaders. A 'clean vehicle' with which to establish a single 'human investment' fund; independent of tax dollars and 'top down' budget cutting processes and politics. We are doing this because we must. Too many years have gone by while the same good people are being underserved by the current systems and processes. Too much of YOUR tax dollars have not made it through these 'systems' to truly help our homeless residents in a sustainable. way. Too many hands in the pot and not enough accountability, performance and integrity to prevent gross waste, fraud, negligence and corruption. We are struggling for our very survival. We expect more of our San Franciscan residents to become home-less as this recession and trillion dollar war continues, on and on. Our people are suffering and dying and being criminalized because we do not have enough 'safe spaces' and access to basic health and mental care services. Most of us want to and have been trying our best to 'get on' to NOT being homeless. We are ready and able to work but we do not have the basic safe places, tools, nutrition and reousources that any one of you would need to look for work yourselves. Just as any one of you, would need clean clothes, cell phones, bus passes, good food and good sleep and basic mental and physical health services in order to be clean, healthy, presentable, productive and employable, so do we also, need those resources and tools. The only difference between you, the employed and housed and us, the unemployed, barely employed and home-less are the excess money, resources and safe spaces and tools that we have not been given for the past 15 years now. Other than having basic hygiene, money, communications and transporation, we are the same as you. We are all human beings, but our needs are much greater because we have nothing. As you consider whether or not you will choose to sacrifice very little to help so many of your fellow San Franciscans, please ponder these wise quotes, in the hope it will help open your minds and your hearts.     San Francisco InterFaith Winter Shelter Said 'No Christmas Breakfast' to homeless guests.


    San Francisco, California - December 25, 2007 -

    There Was No Christmas Breakfast for the Homeless San Francisco Residents Staying At the Gough Street Church - Winter Shelter (St. Mary's Cathedral).

    SF City InterFaith Winter Shelter Program operated by ECS ( Episcopal Community Services ) gave the homeless guests staying at St. Mary's Cathedral at 1111 Gough Street, an early morning, Christmas Day Surprise, this year.

    When the homeless guests were woken up at 5:30am, they were told by ECS Staff/Volunteers, - Sorry, but you do not get any Christmas Day Breakfast, today. The cooks did not come in today. -

    We've received many conflicting reports about exactly why there was no breakfast, today, this Christmas Day 2007, for the Church's homeless and poor guests.

    Some staff and shelter guests say that cooks or volunteers (not the visiting Church Member Volunteers who were 'fantasticly nice to the homeless').

    Only some ECS Staff, the Site Manager/Supervisors and ECS Volunteers were mentioned negatively (by other staff, guests and witnesses reporting here).

    Guests were told that 'the cooks' just did not show up today, so the guests were asked to leave the overcrowded church, early this morning, without coffee or breakfast which the InterFaith Flyers had promised. Not even a snack or a cup of coffee. Merry Christmas, huh ?

    Others say that ECS had no intention of providing a Christmas Breakfast, so no staff or volunteers were scheduled. [ and no advance notice given to shelter guests either ]

    In any event, this Christmas Morning, our most needy residents left the shelter without food or drink, to start off their Christmas Day..

    Several reports of ongoing abuse, neglect and lack of organization and 'people skills' have been following an ECS Supervisor named Antoine or Antwayn who has not been able to properly coordinate the 'entrance lines' to the shelter sites, being only 80 people at the last site ( Episcopal Trinity Church ) and now the current winter shelter site, St. Mary's Cathedral, having about 100 shelter residents.

    In fact, racial slurs and jokes by ECS Senior Staff and 'clear hatred, contempt and arguing' against other staff members and against the homeless shelters clients, have been reported several times, by clients and trained observers, since the winter shelter program opened a few weeks ago.

    The main cause now, of ongoing, multiple, repetitive complaints, seems to be centered around the ECS Site Supervisor (Antoine/Antwayn) who has made loud, public statements of hatred and contempt towards homeless clients, The City of San Francisco, whistleblowers.

    Even a member of the Shelter Monitoring Committee, who bore witness as a 'regular shelter client' whom was not there on official committee business; when he, too received the brunt of several condescending, hated-filled remarks uttered by this ECS Supervisor. The Supervisor's conduct was outrageous.

    All of this hatred on the part of an ECS 'Supervisor' on Christmas Eve -- without any apparent cause or provocation in front of about 120 homeless residents, waiting outside, in the cold.

    This abusive behavior by staff and supervisors at homeless shelters, has been going on with the same shelter providers and often the same staff, for many years, now.

    These known patterns of behavior by staff being paid with tax payer dollars, makes the best case story for the need for Hiring Standards, Performance Standards and Random Drug Testing for Shelter Staff and Supervisors.

    Obviously, this Supervisor was upset and has been upset and 'taking it out' on his co-workers, shelter guests and apparently, anyone he wants to without proper supervision by ECS or The Church to prevent harm and abuse.

    Can't we, as a unified, thoughful, intelligent, respectful community do better than this ?

    What has to be done, in order to insure that people and non-profits that receive tax funding and donations treat everyone in our community, with reasonable dignity, respect and some sense of decency and humanity ?

    Doors To Open At: 7:00PM ( or earlier if colder )
    Curfew Bed Drop: 7:15PM
    Services Contracted: Dinner and Breakfast provided

    MAJOR ISSUES:
    Multiple repeat acts of abuse, negligence, escalation of conflict, hate speech on the part of Same Staff, Same Supervisor, Same Shelter Provider, Multiple Sites.

    New reports of non-provision of food, extremely cramped and unsafe over-capacity, unsanitary/health risk conditions, human rights violations and possible theft of resources destined for winter shelter residents (elderly, disabled, mentally/physically ill, homeless and veterans).

    This Operator and Supervisor both have similiar previous, recent complaints reported by several dozen homeless clients, witnesses and staff, since Interfaith Winter Shelter Program Opened, to date, Christmas Day.

    Numerous Breaches of Contract, Staff/Supervisor Dis-respect and blatant contempt shown towards homeless residents, elderly, mentally ill, other staff, volunteers and persons suffering traumas that are prone to seizures and suicidal tendencies. That can easily be triggered by undue stress, abuse, violence or lack of organization or with the presence of stress that comes from having large numbers of people, in confined spaces.

    Later in the night, several reports of severe coughing with little or no attention by staff. No known reports of required 'excessive cough' reports by shelter staff in accordance with health and hygiene rules and guidelines set by SF Department of Health.

    This is A Preliminary Summary - [ To be transcripted into formal, registered complaints and Petitions at a later date ], to wit :

    On or about December 24th, 2007, the following items were duly observed, noted and reported, as follows [ detail to follow ]:
    1. Lack of adequate set-up and supervision of simple entrance lines and 'ticket checking' causing commotion and lengthy delays in getting people 'in out of the cold'.
    2. Lack of Staff Respect towards co-workers. Staff reprimanded in front of clients under stressful conditions.

    Causes hostility and anxiety and is a bad example to set staff conflicts in front of anxious residents.

    Victims of recent crimes and violence start to become very agitated and nervous. Some clients leave shelter to find peace and calm.

    Their contractural, statutory and human right to quiet enjoyment of their shelter stay has been violated repeatedly by shelter staff and supervisors lack of skill, competence, experience and caring whose conduct and contractural duties have been performed in a megligent manner, in violation of City Shelter Contracts and law.

    3. Lack of Supervisor and Staff Respect towards residents.

    4. Lack of Supervisor respect towards City agencies and committees dedicated to serving the community.

    5. Failure to show proper direction to confused residents who were given contradictory instructions to enter and then exit the building without proper explanation.

    They were told 'I do not give a fuck if you go left or right or get the fuck away from here. I do not care about you. I do not give a fuck what anyone puts in their little city reports. I do not have any dignity or respect for none of you motherfuckers here
    right now' and other words to that affect.

    6. Failure to maintain order and affect an orderly entrance into the facility. Creating a safety hazard.

    7. Failure to plan, provide or give notice to residents that Breakfast was NOT going to be served on Christmas Day due to lack of planned event by ECS or The Church.

    8. Failure to allow cold, hungry residents timely access to shelter. Shelter opened late.

    Management failed to maintain order and caused great stress, hositility and anxiety because of his disrespectful, agressive and negative predispostion, demeanor, hostility and outright hatred and contempt for the homeless residents.

    The Supervisors speech, demeanor and hostile conduct was repeated and demonstrated 'bad faith' on the part of ECS, as it was again directed with hatred towards both 'The City of San Francisco" as party to the contract and a member of the
    Shelter Monitoring Committee, who was present that night in his status as simply a homeless shelter resident who had not spoken much (keeping a low profile to just enjoy Christmas Eve).

    That shelter resident was ;called out', first by that ECS Supervisor and whose character was personally attacked and ridiculed without just cause, by the ECS Supervisor, in front of all of the residents causing some fear mixed with hostility towards Supervisor, Staff and ECS, as an organization.

    Committee Member refrained from responding to Supervisors inappropriate and offensive behavior. But did notify other staff and city agencies of what was witnessed, first hand.

    And attempted to calm down the residents and agree to support their legitimate complaints, as a first hand witness.

    9. Lack of professionalism and hostile behavior by Supervisor gave rise to 'panic attacks' on 2 physically/mentally ill residents and even others that were not ill, become hostile and angry.

    10. Residents gave sound, polite advice for Supervisor to just ask everyone with tickets to hold up theirs and move left and all others without tickets to move right.

    Several helpful and knowledgeable (from prior experience) suggestions by the homeless residents and were ignored and ridiculed by Supervisor.

    11. Instead of using 'time tested' historically proven correct and proper methods of 'basic ticket checking, line setup and safe crowd control ' well known' to many old time homeless persons that had been going to that particular location many times over several years.

    This new, unorganized and chaotic 'method' used by this ECS Supervisor was the opposite of the regular procedure that used to actually keep everyone out of the cold and get them in faster and safer.

    Prior year's methods also kept out all non-ticket holders by having one person a ways outside the door, checking for tickets; prior to entering facility (lobby hall).

    And a table in the lobby hallway to double check tickets, organize and control the orderly flow of residents into the kitchen, dining and sleeping areas.

    This method used by Supervisor this time and at the previous Winter Shelter Location at Trinity Church, have resulted in wasted space, time, energy, resources and forced everyone to remain outside until about 7:38p or 7:48p, in the cold,
    confused. And with lots of conflict.

    Also, when residents tried to sign their names next to the 'line number' on the sign in sheet that corresponds to their Ticket Number, they were told 'not to do that'.

    They were told to 'sign in' onto any next blank line, on the official sign in sheet.

    Later, several residents that lost tickets, were unable to use the lists to verify their 'non-use' or 'mis-use' of their number, simply because staff and supervisor failed to maintain a 'normal' list that has one numbered line per numbered ticket.

    Built in lack of accountability for 'checking tickets' for reasons unknown that did cause harm and confusion for the shelter guests that wanted to be accounted in the proper order.

    It is well known that tickets have been 'resold' for as much as $50 and $100 and without proper line management, planning, sign in sheet accounting, one cannot have any peace, sense of order, accountability or contractural compliance, due solely to lack of proper behaviors and following known procedures on the part of staff and management.

    All of this has caused harm and abuse to the shelter guests and are violations of contractural and moral obligations to 'take reasonable care' of the residents, the facilities and to maintain 'dignity and respect' for shelter residents and not to do anything that violates health, safety, fire and building codes and laws.


    12. Only approximately 40 jackets were given out and instead of giving them on a truly 'first come first serve basis' everyone that had waited longest and were inside
    in the correct order, got shoved back in the chaos.

    The chaos initially started do to a late opening of the doors and later escalated greatly, when this Supervisor forced everyone out with abusive, threatening and demeaning verbal commands.

    And did so without proper and clear advanced instructions, coordination, planning or orderly execution which allowed all kinds of people to 'get ahead' of the others ( line cutting that was reported against same provider and staff at the last site ago ) that had been waiting the longest.


    Several staff members also 'took their jackets first' instead of giving them to others in greater need. Altogether about sixty or more guests failed to receive a jacket.

    Although is has been noted and reported that staff members of other ECS Shelters also received the identical jackets from the same purchase or donation that was reportedly intended as 'Christmas Gifts' for the homeless shelter residents who
    are indigent, elderly, disabled and mostly poor in resources.
