Good San Franciscans have little to hide and lots to share about what happens here, with the world.
It Goes Global Because Historically Our People Lead The Way For Other Cities Because Many Good and Honest San Franciscans Sincerely Care About All People Regardless Of Color, Race, Creed, Economic Status Or Human Condition.
Real San Franciscans don't even honk their horn when pedestrians cross against the light because WE KNOW many lights aren't even timed right.
They do not allow enough time for elderly, disabled and just plain distracted people to make it across the light and we have too many 'commuters' that aren't real San Franciscans that drive too fast, chatting on cell phones that often get mad or worse, run over our pedestrians.
If you were to check out all the 'walk' lights around 4th & Townsend, along the train station and light rail track (in SoMa District) you will see all those fancy new lights do not allow enough time for physically fit pedestrians to make it across, let alone someone with a physical disability.
PEDESTRIAN ACCIDENTS AND LAW SUITS -- WAITING TO HAPPEN....
In San Francisco, we are all about Substance over Appearance. We believe its what you have 'inside' that really counts. We are not easily fooled by wads of money and fancy clothes and fancy cars... been there did that... 20 years ago.
Being a True San Franciscan means 'being good' as opposed to merely 'looking good'.
Anyone can 'look good' on the outside, have lots of money and power and be rotten to the core.
Only special people that 'are good' can dress as they want and still 'shine' because when you look directly into their eyes you can see the 'goodness' of their heart, mind and soul.
It's not about a 'clean resume' or references. It's about 'on the job' performance. Can we trust you when our back is turned ? Can you do the 'right thing' even when noone else is looking over your shoulder ?
Well, during these past two years, we got tired of the 'homeless wars' and started 'digging deep' to found out why we kept spending more and more money on our homeless residents, yet they kept complaining about being abused by the same Shelter Providers' Supervisors and Staff.
They all kept looking unhealthy and bed bugs were out of control and everyone seemed to be very angry and upset all the time.
Well, turns out our 'nice, fairly sane homeless people' and panhandlers became aggressive because the Mayor took away their money, assuming we guess, that it was okay to take away everyone's money because a certain percentage were blowing their cash on drugs and alcohol.
Well, we do not know why they did not look closer and make sure that non-addicts and non-alcoholics were allowed to keep their money so they are not a burden on 'the system' which is much fairer than 'punishing' everyone for the mistakes of others. But, that's a whole different story...
Also, it appears that mental health services were lacking and we started having higher percentages of mentally ill and PTSD residents. Some of them 'got aggressive' and they were blamed and our homeless were criminalized.
Our City spent several millions of dollars diverting police away from serious violent crimes and issued citations to our homeless who had no 'safe' place to go.
And they wanted to stay in the streets because of all the 'hidden' abuse, assaults and violence (provoked and instigated by unqualified, shelter staff.
And it was bad shelter Supervisors and Staff were also stealing all the good food and resources away from the residents to the tune of millions of dollars over the years) and corruption (falsified case management reports and bribery for bed and housing waiting list slots) which was the reason why they refused to stay in shelters and explains clearly why they had become, so angry and bitter and ill.
Before becoming homeless, a large percentage of our homeless were employed, had cars, houses just like you.
They were used to eating good food, enjoying life and having a good time. They paid payroll and self employment taxes for years. Even as homeless residents they paid sales tax on all of their purchases (except food).
About 20 to 30% of homeless are Veterans. They were employed 24/7 and risked their lives because they believed that 'we' were worth dying for. So, can't we treat them with the respect, dignity and 'good care' that they totally deserve ?
Some 20 to 30% of homeless people are mentally ill.
The rest are a mix of disabled, elderly, substance addicted and a significant percentage are People Just Like You !
Employed, housed, safe and secure one day and through some major event, often beyond their control, they lost it all and became homeless.
Suddenly, eveyone in town started to 'believe' what the homeless residents had been screaming about for the past 10 to 15 years.
About five years ago, the San Francisco Civil Grand Jury investigated and discoverd these shelters were not up to any humane standard.
On the contrary, they were (and some still are) full of all kinds of bad staff that were often dependent upon 'bad' or improperly supervised volunteer residents to operate their kitchens, etc. and there was all sorts of drug dealing and violence and theft by staff and bad clients, working independently and together, in little groups of gangs...
And, as we found out eight months ago, there were actual gang members (with colors flying) that have been working on staff in shelters and 'running' SRO (Single Room Occupancy Hotels for homeless) operated by non-profit housing providers.

All of this reported to authorities by homeless shelter and hotel residents, but nobody believed them... or there was 'financial incentives' behind the scenes, that caused City officials and non-profits to turn a blind eye, for years.
And all of this criminal negligence was paid for by Our tax dollars and Our community donations funding our shelters and homeless & housing services.
So, the 'good' San Franciscans decided to create a formal body to go into these shelters to find out how our tens of millions of dollars were really being spent.
This body was made up of representives appointed by our Board of Supervisors, the Mayor's Office and our Local Homeless Coordinating Board -- comprised of several homeless or formerly homeless residents.
It was called the San Francisco Shelter Monitoring Committee [ aka SMC ] and they met monthly in public meetings where they received comments, reports and complaints in an open and transparent manner.
They 'talked with' hundreds of residents and staff to figure out what was 'really going on' and why weren't contracts, laws and human rights being enforced properly.
It is infinitely cheaper to 'do the right thing' from the start and prevent problems than it is to come along years later, to fix a totally corrupted mess.
Good planning, reasonable standards, proper enforcement and transparent oversight saves tons of money and always results in greatly reducing or preventing waste, theft, violence, losses, risks, abuse, harm and it saves livecs. Period.
The only people that hated or 'bad mouthed' this Committee were the people that had something to gain by the corruption or had something to lose, if the corruption was exposed publicly.
Everyone else (the good, honest and trustworthy residents, staff, non-profit directors, public servants and community groups) were 'lifted up' and vindicated as the SMC went about their work to simply investigate and expose the conditions, as they truly were (and still are in some shelters and issues that have not yet been 'checked out' thoroughly)

We learned that our City Agencies had a Duty to the People to monitor the non-profits and insure contract compliance, but, had failed us all, miserably.
Nearly every shelter had been out of compliance with their contracts for years...
There was little or no real competitive bidding and there was a clear 'monoploly' that had been formed at the largest shelters that our Mayor, Gavin Newsom keep saying were 'our best models'. That was a lie.
Last year we had problems with 'good providers' being sent through so many hoops by The City, that they have 'dropped out' of the running for existing and new shelter and housing grants and contracts.
As a united community, we'll be tackling the problem with current non-profit monopolies and anti-competitive contracting practices, very soon.
We will accomplish this by continuing to expose current corruption in existing non-profits and city agencies and work to open up 'good faith' competition with other existing and new non-profits that are both qualified and trusted by our homeless residents, to take good care of our homeless people without ripping us off or abusing us.
We honestly do not know if our Mayor had been lied to by the Human Services Agency and Department of Public Health (overseers of the shelters) or whether the Shelter Directors wanted to 'run' the shelters their own way and were also lying to the People and The City -- about the true nature of the shelter conditions, or not.
That was our biggest problem in 'identifying' and exposing where the problems and causes were.

Shelter Directors, City Agencies, The SF Chronicle Columnists.... they all put on 'a show' that distorted and kept the real truth hidden.
We had 'columnists' like C.W. Nevius teaming up with HSA Director Trent Rohrer doing preannounced (read: prearranged, set-up dog and pony show, Disneyland tours) shelter visits, and they lied to us, telling everything was 'clean and rosey' at our shelters.
So, the newly formed Shelter Monitoring Committee, the 'SMC' (set up to fail with inadequate staff, support and resources) went on ahead, into these shelters on announced and unannounced site inspections.
At first, they were 'followed around' by staff, prevented from talking to certain residents with key information and were basically intimidated by Supervisors and Staff that were 'running scared' because their criminal and corrupt world now had a bright light being shined onto it.
The SMC Members working in teams, saw with their own eyes and through the eyes of the residents they interviewed, the TRUTH about how billions of dollars (over 10 to 15 year span) was being systematically stolen and wasted and people were suffering.
The people we were trying to help were being abused by the people we trusted to manage them.
Over the years, we lost hundreds of millions of dollars because of often bad, unqualified staff that routinely abused clients; stole food and supplies; lack of consistent, preventive maintenance (resulting in hazardous growths of mold, mildew, lack of ventilation) which was found to be a Major Cause, as to why our homeless people were not doing well at all.
Our own City and our own Non-Profits were largely responsible for 'chronic homelessness'. We abused them and they fled to the streets. We denied them safe shelter, adequate food and access to communications, transportation and money and we cut down their medical and mental health services.
So, it's no wonder they became aggressive. This is why they got deeper into drugs, violence, car break-ins, serious and violent mental illness and prostitution.
The corrupt and neglectful way in which Our City and Our Non-profits were operating was causing us more problems and expense and loss of life, than if we had just 'done the right thing' to protect them and had taken better care of them.
This also explained why our residents often refused to go into these hell hole shelters.
They can get abused by bad residents and bad police officers on the streets, once in a while, so why go into a shelter and get abused day and night ?
It also explained why our City was paying so much money on 'emergency' and 'crisis intervention' services and to treat preventable illnesses such as food poisoning, skin diseases, respiratory problems, malnutrition and severe mental illness.
[ That's what happens to slightly mentally ill people. If you mistreat them and abuse them and deny them access to safe places to 'be' and basic mental health services, they quickly become 'extremely' mentally ill and violent. After they become seriously mentally ill, they may be beaten or 'shot' by untrained, unqualified or unaware police officers during conflicts in the street. ]
So, we figured it all out.
Meaning, the Shelter Monitoring Committee; 'good' San Franciscan residents; our homeless peoplel our community advocates and 'good people' inside the Department of Health and ethical, qualified, professional journalists from the San Francisco Bay Guardian -- all worked 'as one', to expose it all.
It was not without risk. Many shelter resident 'whistleblowers' were threatened, assaulted, denied services and threatened with being 'poisoned' by one of the cooks that had been reported by volunteer residents, to have been 'putting things' into the meals served at one of the largest shelters.
But, over a two year period, we remained determined and courageous.
We documented the abuse. We reported it to our Community and our Board of Supervisors and to our Mayor and the Local Homeless Coordinating Board [ aka LHCB ] .
Most of Our Board of Supervisors, 'got it' right away.
Our Mayor, well he had his hands full with some personal transgressions and substance abuse problems (i.g. alcoholism ??) that distracted him -- while we were all 'gettin busy' to stop the abuse and create shelter 'Minimum Standards of Care', as Law.
We do all of this work, primarily, because 'it's the right thing to do'.
Secondly, we figured out that had we done a better job 'planning' our shelter and housing systems.
Things like mandatory hiring standards & random drug testing of Directors, Supervisors and Staff,; verifiable food & donation accounting, handling and storage; adequate enforcement of policies and contracts; opening up truly competitive bidding for shelter contracts.
Had we been doing 'all of that' faithfully, we could have prevented a great deal of human suffering, illness, violence, disease and loss of life.
It also would have saved us millions and millions of dollars.
If we had done all these things right before, we would be another Ten Years Ahead of our own homelessness.
Right now, we are 'catching up' rapidly to other cities that have been doing this right that have learned more and better ways to get funding and 'do more with less' than we have.
So, we have presented the facts of our corrupted and abusive 'shelter system' to our City and to the world.

* Maintaining Dignity and Respect For Homeless Clients
* Providing Bus Tokens For Appointments (job search, medical, legal)
* Providing Free Laundry for Residents
* Allowing Clients to Plug In Cell Phones (so they can keep in touch with family; follow up on job leads, be 'on call' for work, etc.)
* Give them adequate sanitary conditions, soap and towels and bedding
* Give them adequate meals to meet their dietary needs (enough calories and accomodate special needs based on dietary health or religious belief needs)
Now, these resources and conditions all seem very basic and reasonable, right ?
If you want homeless people to stop being homeless (to go to work, to get proper medical treatment, to go to required appointments at social service agencies) then we MUST provide these things -- because it is morally and ethically correct, to do so.
And these are Legally Binding Contractural Requirements.
If we (our Homeless Shelters and Service Providers) REFUSE to provide these services and HSA does not or will not enforce their Multi-Million Dollar contracts and policies, then how in the hell can we, as a community, turn around and attempt to 'blame' the homeless when they cannot keep a job, make it to their appointments,
and beg for money and food in the streets (and smell bad) ???
What if a modern day Ghandi, Jesus or Mohammed or Moses were to stay in shelters such as Episcopal Sanctuary or Next Door or Providence and they needed to 'keep in touch' with the Creator and needed to plug in their cell phone ?
Or what if they needed to wash their robes ?
What if they needed bus tokens to make it to their church, temple, mosque or synagogue to do their 'work' ?
Would you tell them 'NO!' Where do you think you're at, the St. Francis ?
You are homeless.
We do not care if HSA Policy says you can do those things... You cannot do them here.
If you do we will take away your cell phone, write you up and DOS (Denial of Services - Eviction) your asses out of here....
You are homeless. We do not care who you were before we are going to treat you less than human because you are under Our Control now.
And unless you do us special favors, you don't get no privileges, up in here...
This is exactly what had been happening, at these Shelters, for the past 10 to 15 years.
The People of San Francisco through the legislative & administrative processes (and Policies) had made Binding Contracts with these Shelters to provide these services in order to Help the homeless.
They were supposed to 'shelter them' in secure with humane conditions and enable them to meet their obligations to 'move on', as best they can to their 'next step';
Whether that means having them stay for a few days to 'get back in touch' with family and friends after a natural disaster, fire or other major life event --
Or, in the case of the mentally ill and disabled and people with addictions, that 'next step' could be getting in touch with service providers and get into treatment programs and therapies --
Or, in the case of other homeless that suffered job loss, divorce, bankruptcy, fire, et cetera, they need to connect with family, potential employers and get their resumes together and go to employment centers and do daily work searches and attend interviews.
No matter who you are, rich or poor. Unless your 'dignity, respect and self-esteem' are protected and 'built up' instead of 'torn down'.
And unless you have adequate food in your stomach, access to cell phone/lap top charging, access to local phone calls, access to laundry services, adequate hygiene like soap, toilet paper, etc. and transportation and clothes, you CANNOT get anything accomplished.
All you can do is become a slave inside of a 'captive shelter system' which is exactly what we had going on here. AND, this is exactly what is going on in Cities around the nation and around the world.
The 'war on homelessness' can only be won if we first declare 'war on corruption' because billions of dollars, every year are wasted in the hands of unqualified, uncaring shelter, homeless and housing service providers, EVERYWHERE.
Here are some details that describe the extent to which all people are being decieved by corrupted, ignorant and greedy people that are willing to lie, cheat and steal with your tax dollars and charitable donations. And some tips on how best to make sure goods and services are actually going into the hands of your homeless people.
Do not be fooled by 'church' affiliations. Do not be fooled by 'nice clothes' and 'fancy cars'. Do not be fooled by slick web sites and program brochures. Do not be fooled by 'official' government reports. You must become wise by talking directly to the homeless people where you live.
Unless you totally trust a non-profit, do not give them donations.
Instead, give food, clothes, furniture and stuff directly to the homeless people themselves. They can be found at the Main Library, every day. St. Anthony's Food line in the first block of Jones Street, off Market between 10:30am - 1:3pm daily.
We'll give you more suggestions on this later.
Here are real life situations and examples of what our 'good' San Franciscan residents had to deal with to start undoing the harm caused to our homeless residents and to better protect them in the future:
This past week, HSA presented Official Reports to our SF Budget & Finance Committee (by way of the Budget Analyst's Office) about their opinions and comments associated with the pending 'Shelter Standards of Care' legislation and acted like these Policies had always been in place and adequately enforced.
THEY LIED ! To all of us. And, human nature being what it is, chances are Your City's Agencies; Non-Profit Homeless & Housing Service Providers; and local mainstream media, may be lying to your community, as well.
Until the People of San Francisco got sick and tired of seeing homeless people suffer and came to understand that it was HSA & the Shelters who were largely at fault for not providing our homeless people with the reasonable conditions and access to things like plugging in their cell phones and bus token, that were causing the homeless to 'stay homeless' for months and years, instead of weeks and months.

They (HSA) said it was 'already policy' that the (specifically) clients of Next Door, Episcopal and others are 'allowed' to plug in cell phones, have their laundry done at no cost, and receive bus tokens for appointments..... They said there was not 'need' for a new law...
Trent Rohrer's HSA, tried to say that San Francisco did not need to pass shelter' Minimum Standards of Care' because all of these needs were already being met by 'current' HSA Policy.

Well, let it be stated as fact, for the record that some for 10 to 15 years, the needs of our homeless were not being met and HSA and other City Agencies FAILED to enforce and Episcopal Community Services and other non-profit Shelter providers FAILED to meet and honor these contractural requirements.
These things were only 'back filled' into the HSA Report to the Budget Analyst's Office (reporting to the SF Board of Supervisors) as a Direct Result of the writing of these 'Minimum Shelter Standards', to be passed now, as a matter of law.
Left to themselves, HSA and other City Agencies and the 'bad shelter providers' would have continued to deny these services, in direct violation of human decency, the will of the People of San Francisco and in breach of their duties and contractural obligations.
So, in your City, when your City Officials or the 'Media' attempt to tell you that all of the economic, hygiene and social problems facing your people are the fault of 'those homeless people' DO NOT automatically be fooled, the way we have been fooled for a half a generation.
Before you get mad at your city's homeless residents, check out how your City and your non-profit providers are spending YOUR MONEY.
If your City is cutting mental health services and 24 Hour Crisis Centers like they (Trent Rohrer, HSA Director and Mayor Gavin Newsom) are trying to do to us, right now, and 'criminalizing' your city's homeless people, then you need to do some homework to see what's happening with your tax money and charitable donations.
You need to get together, get the facts, get the non-profit and City contracts, go talk to the people in the shelters to see if they, are in fact, receiving all of the basic, necessary services they need or NOT.
You need to have some 'trusted' neighborhood leaders start attending your local shelter monitoring or non-profit monitoring meetings to learn about how millions of your dollars are being half-wasted and stolen by some of Your non-profit providers.
In San Diego, a few years ago, an investigation revealed that the Board that ran the San Diego Food Bank had been stealing the food, reselling it to stores who were fraudulent changing the 'Best If Used By Dates' to resell them to unsuspecting consumers.
They stole the food and pocketed the money. The San Diego homeless, went to the streets begging... people starved.
And all the while, the ignorant San Diego residents and some police officers (like that 'surfer Queen' patrol officer in Pacific Beach that abuses her power and is a egotistical homeless hater, in duh-denial) were mean to the homeless when they tried to beg for money and food in their streets.
Do not automatically trust your City Officials.
Do not automatically trust non-profits and chruch related organizations.
Read the contracts. Visit the homeless. Interview them. Start up local web sites to support them and to expose the corruption where you live.
Take them to Small Claims Court every time they violate a provision of their contracts. Every time they deny a service to a homeless resident that is part of a Contract with your City, the homeless has the right to take the Shelter and The City to court, for breach of contract.
To be a 'good citizen' you need to MAKE the people that spend your tax dollars and your charitable donations ACCOUNTABLE for every denial, every theft, every breach of the Public Trust. Period.
If your shelters do not treat your homeless residents as well as they would Jesus, Mohammed, Moses, Ghandi or YOU, then you need to expose them, hold them accountable and MAKE THE CHANGE FOR THE BETTER.
We are confident that if your City is anything at all like ours, you have non-profits and 'church-affiliated' homeless service providers, food banks that ARE STEALING YOUR MONEY - STEALING THEIR FOOD and are NOT in compliance with your City's laws and contracts.
WHY SAN FRANCISCO (AND CALIFORNIA) ARE 'UNIQUELY SPECIAL' IN THE STRUGGLE FOR HUMAN DECENCY AND HUMANITY.
We're not going to get into all of it here, but if you study the history of the U.S. especially the relationships between the regions around California, Baja California Mexico, Texas, Nuevo Leon, Mexico; Florida, Texas, New York you will readily see that the Californias (and San Francisco, Tijuana & Ensenada, in particular) have a history of being on the legal, political, social and financial defensive from other regional powers that try to steal and control us and our resources.
Here are some examples.
They 'pay off' local politicians and rig elections here (it was rumored that during our local elections here on Feb. 5, polling place workers were expressly prohibited from informing voters whom not declare a party affiliation that they could in fact, vote for Democrats and other parties).
This was told to us by SF poll workers that wanted (in good faith in the spirit of federal election laws to insure we have 'informed' voters) to remind 'undeclared' voters to get their Democratic or Peace & Freedom Ballots, but were told in training sessions to 'say nothing'.
Supposedly this was 'the orders' that came down from 'on high' in the Mayor's Office who vigorously supports Hillary Clinton.
Generally speaking, anyone that did not 'declare' their party affiliation before the election may be more likely to vote for Barack Obama, so if you leave these voters ignorant, they will be given a ballot for local measures, but not be given their usual Party Ballot Form.
Which would have allowed them to vote for President in our elections.
And in Mexico's elections there was fraud that enabled the PAN Party to win with the help of Florida Company's that assisted Bush with his fraudulent election wins (where DBT Technologies of Florida - the same ones that prevented tens of thousands of voters in Florida Counties from voting in the 2000 & 2004 Presidential Elections, aka ChoicePoint.

They had purchased the voting records of all Mexicans and these files were found by good hackers on the PAN Party's web site, in violation of the Mexican Constitution -- Bush's people rigged the elections in Mexico.

Over the years, friends of the Bush Family and the J.P. Morgan Families have tried to steal California's electricity (Enron Scandals), our water (Archer Daniels Midland Corp), our office buildings (J.P. And they are trying to gain more control and profit from our land (Lennar Corp., from Florida was given massive land tracts by Gavin Newsom, in the Bayview Hunters Point Area to facilitate the driving out of the poor and African American San Franciscan residents).

And then there are our hotels (The Patel group of SRO/hotels and others that have been engaging in all sorts of illegal Eviction Processes here and around California and the rest of the country), that run our SRO's (single room occupancies where the GG Park homeless residents were placed). In other words, KEEP ON EYE ON SO-CALLED LOCALS HERE THAT ARE PART OF EXTERNAL THREATS TO SAN FRANCISCANS.
DO NOT BE FOOLED BY THEIR OFFICIAL TITLES AND PARTY 'LABELS'.
CALL THEM ON THEIR BELIEFS AND TRACK THEIR ACTIONS (THEIR MONEY, THE PEOPLE AND COMPANIES THAT THEY HANG WITH).
Anyone that is in politics but is not 'working with the people' are not to be trusted because if they are not spending time with Our Community, then who are they hanging out with and who is influencing their decisions that affect us ?
They may 'claim' be a democrat, independent, 'for the people', or whatever, but we must raise our awareness a thousand fold and become very wise and sharp with our local business owners, politicians and community decision makers.
Simply, because many of them are 'posers' that 'publicly' (talk the talk) support our community, but may secretly work for others whom are greedy, heartless bastards always put their profits ahead of human lives.
