Selected Grand Jury Reports From San Diego 2005 and 2008

Here are a few selected links to County of San Diego's Grand Jury Reports on home- lessness and other interesting topics. One idea is to COMPARE San Diego's Grand Jury Reports to San Francisco's Grand Jury Reports to see what is the same and see what is different. We are looking for integrity, honestly and thoroughness in the reporting of these Grand Jurys. Are they complete ? Do they have all the facts they need to come up with sound conclusions ? What factors may or may not distort the Findings of these Grand Jurys ? Do they accurately depict the realities of conditions 'on the streets' or not ? Can we trust them ? Read them and check out the facts to see whats really going on here and in San Diego.

    Foreman: Michael R. Letendre

    San Carlos resident Michael R. Letendre has been selected to lead the 2007-2008 San Diego County Grand Jury. Letendre and 18 other Grand Jurors will begin service on July 1st.

    This is the first time 44-year-old Letendre, a retired Navy cook, has served on the Grand Jury.

    He applied to serve on last year’s Jury but was not chosen in the lottery. “I feel this is the perfect opportunity to do something for my community. It’s my way of giving back,” says Letendre.

    Besides his Grand Jury duties, Letendre serves as president of the San Diego Federation of Volleyball Officials, an organization that provides referees for high school volleyball games.

    The California Constitution provides for a group of 19 citizens of the County to be brought together and dedicate a year of full-time service looking into the workings of government.

    The new Grand Jurors were drawn from a field of 111 residents.

    2008 San Francisco Civil Grand Jury Report On Homelessness Just Released

    This excerpt comes from http://www.bluoz.com/blog/index.php?/archives/413-Civil-Grand-Jury-Report-on-Homelessness.html , which is a website blog run by a man named JEFF - a very sane and cool SF Tenant of a crime ridden SRO (single room occupancy hotel room). He lives in a room at The Seneca Hotel. SROs typically provide in-house supportive services - and Jeff's Room and many other buildings are owned/managed by a non-profit/for profit group called Tenderloin Housing Clinic (THC). THC is owned or directed by a purported 'multi-million' dollar lawyer or attorney named Randy Shaw. Who also has his own web newsletter distributed online. THC, DPH (SF Department of Public Health) & other non-profits and agencies are believed to be direct or indirect sources of funding (and stipends) for their own self appointed 'Collaborative' Tenant Representatives whom currently have 'slots' available to represent about 25 to 30 SRO Buildings around the City. Any type of arrangement of this nature, has inherent monetary and consideration 'conflicts of interest' which preclude them from truly assisting a 'tenant' by all objective methods available under the law and common practice. Given what we have seen in the City's SRO market, some highly aggressive, abusive and forceful tactics have allegedly been used by Landlords of SROs to force rent payments and some allegations of fake eviction processes are emerging. No man or woman can serve two masters. Either enforcement is postive and swift in favor of all San Franciscans or it is not just. If it is slowed down and reduced to nill by 'psuedo-tenant reps' who CAN NOT act independently and objectively because of their prestanding allegiance to their funders (THC, DPH et al.) period. Remedies withheld or delayed are remedies denied which causes immediate harm to the people of San Francisco. All People may choose to seek reparations for harm caused by intention or neglect. Our City has about 500 SROs with about 30,000 (home-less) San Franciscans living in them. What the City of San Francisco (like the City of New York) has 'kept hidden' by sweeping their homeless into SROs has just recently been blown out the door by this well done 'fact based' Civil Grand Jury Report. Goes to show you. A failed systems are what always happens each time a community fails to meet the needs of their entire community - including their elderly, poor, sick, disabled and homeless by NOT giving them good care, good food. They have routinely been denied the basic tools and resources required, in order to move towards greater measures of self-sufficiency and good health and longer life, for all. This MUST be done with proper standards, transparency inoperations and financing (funding with US Dollars aka public debt promissory notes) and verifiable accountabilty. Whenever our people are not 'on board' all homeless and housing systems (from inception through design, funding, implementation and verifiable delivery of all services and benefits) to make sure their needs are met safely, efficiently and promptly. For the past 15 to 20 years, most housing and homeless systems (including referral, case management, medical and vocational services) have been operating with little or no standards, open books or accountability -- the majority of all of these systems break down due to widespread abuse, neglect, corruption, rampant crime, violence and preventable chronic illness, life threatening disease and premature death. Poorly designed programs (any program not born of the clients and the communities themselves), policies and lack of proper enforcement (of current health, safety and human standards and law) serves only to impede commerce, threatens the public health and safety of ALL San Franciscans, waste of tax and community donated funds and causes un-necessary losses of life and revenue, for our entire Community. [ When shelters or SROs operate contrary to the law and humanity all others are harmed and put at greater risks and much higher expenses which could have been avoided if all programs were designed from client ideas and had included standards, enforcement, accountability and performance measurements to control all risks, costs and looses ]

    There's a few people saying what I've been saying for years. There are legions of drugged out crazies that live in supportive housing such as tenderloin Housing Clinic who do absolutey nothing all day except hang out on the street and do the same thing they did before they were housed. And it took a Grand Jury to figure this out? Go back through the Tenderloin Housing Clinic section and you'll find plenty of the residents doing all sorts of nasty things on the street. See the SF Weekly article from last year because much of that is STILL going on, not just there, but in many THC supportive housing buildings

    CORPORATE FEDS CHANGE DEFINITIONS TO MAKE REAL PEOPLE DISAPPEAR ON PAPER !

    Some of you may recall we used to have Unemployment Rates which were kind of based on either the total population or the total number of people who are employable DIVIDED BY the number of people who were unable to find work. These numbers gave us an accurate Accounting of how many people need help until they can find work. They are doing the same thing with the word homelessness . To make people disappear on paper, they change the definitions to make it look like the numbers are going down...
